Limitation in financial, human, and time resources is an economical reality present in all social systems. Like managers in other types of organizations, university administrators face the challenging task of fulfilling non-stopping tidal waves of needs, formally defined as the gap between the ideal and the status quo. In software development and maintenance, features and defects are analogous to needs to be fulfilled and problems to be solved, respectively. The software industry has successfully used a systematic methodology of prioritizing and tracking change requests (CRs) to manage new features and defect fixes, and to ensure that the corresponding development, testing, and implementation work is carried out in a systemic and thorough manner. This paper delineates this methodology and its benefits, and proposes the adaption of the methodology for use by university administrators to manage the fulfillment of needs effectively.
