[摘要] :
傳統的社會救助常是採用發放現金或食物卷,但經由上述救助幫忙之弱勢戶卻因缺乏直接對話之機制,導致因此而脫貧自立者甚少。高雄市慈善總會自2014年11月起與高雄社會局合辦食物銀行以來,已經初步產生如下的效應:經由與會員團體之合作培力志工,培力弱勢戶,與轉介資源,已使食銀從急難紓困,擴增為提供多元化轉銜服務,展望未來實物銀行之個別化轉銜服務,將有助於成為經濟弱勢戶培養主觀意願與客觀自立能力的中繼服務平台,此種人資庫,當有助於發覺很多潛力之高中生、大學生,以提供成為慈善企業與NPO界之優秀人才來源。
再審思台灣企業界對優秀人才之需求已是競爭白熱化,特別是部份企業已分赴各校提早發掘大二下學生,邀請優秀學生大二起,迅即至母公司實習工讀,若工讀一學期雙方認為均適合,大三起即被企業預約,此時大三生因目標明確將更努力,而企業則及早為優秀且認同公司之年輕幹部,互相做好生涯長期培力。
本研究方法為參與觀察法。綜觀高雄市慈善總會2014-2018之食銀與助學方案,摘要如下:來社會救助,高中、大學生培力,與產業人力供需之趨勢,可能產業界善心人士會盼望藉由食物銀行的長期觀察與陪伴,以洞悉潛力人資之評估,高慈總模式之國中小助學生,有助於培力出品德教育內涵之學生。而高中生及大學生則可經由志工與工讀實習觀察,為產業人力供需找到合適的媒合平台。
研究之不發現為:產業界長期出資與大型NPO合作,或大企業附設此二合一食物銀行(食物銀行加上長期培力潛力助學生),有助於行善企業與優秀高中生及大學生,培養長期之革命情感(特別是自國中小起就參與此二合一食物銀行之學生),應有助於慈善企業之產業人資競爭與形象競爭力。
本文所論述之創新應用,可能發展成二十一世紀甚有創新價值之社會救助新模式,盼望此探索性研究之食物銀行衍生性社會企業,有助於鼓勵中大型企業踴躍參與對NPO之贊助,以提升被服務青少年之生涯競爭力,更為企業之人資培力注入新典範。

Abstract:
Traditional social assistance often includes cash and food vouchers, which don’t provide the disadvantaged and helpers with a mechanism for direct dialogue. Consequently, only a few disadvantaged people can break out of the cycle of poverty and become financially independent. Preliminary results have been obtained since the Kaohsiung City Charity Federation Association (KCCFA) cooperated with the Social Affairs Bureau of Kaohsiung City Government on establishing a food bank in November 2014. Cooperating with member groups of KCCFA to cultivate volunteers out of the disadvantaged who receive long-term aid and offering referral resources enable the food bank to expand its services from one-time emergency aid to long-term multiple transitional aid. Looking to the future, individualized transitional services provided by the food bank will help to cultivate those who are financially disadvantaged, whereby the food bank will become a transitional service platform for cultivating those who are subjectively willing to become financially independent, or objectively capable of doing so. Such a human resources database with the nature of public interest can help to find potential senior high school and university student volunteers, thereby providing charitable companies and non-profit organizations (NPOs) with outstanding talents.
Competition to attract talents among enterprises in Taiwan is increasing. In particular, some enterprises have tried to find the right candidates on university campuses as early as the spring semester of the second year of their studies. An outstanding student will be invited by an enterprise to do an internship in its parent company when he/she is a sophomore. If the enterprise finds him/her suitable for the job and he/she likes the job after a one-semester internship, the job will be reserved for him/her, starting from the time when he/she is a junior. At this stage, he/she will work harder because he/she has definite goals, while the enterprise can plan ahead for excellent young employees who identify themselves with the company; a long-term career plan can thus be created for said student by the enterprise.
Participation observation was adopted for this study to provide an overview of the 2014-2018 food bank and joint student financial aid program provided by KCCFA. The study can be summarized as follows: There may be common similarities between cultivating senior high school and university students by social assistance establishments in the future, and the trends in the supply and demand for manpower in the industry. Kind-hearted people in the industry hope to assess potential human resources via long-term observations made by, and companion care provided by, the food bank. The KCCFA model can help to cultivate ethical values in junior high school and elementary school students who receive financial aid. A suitable matchmaking platform for the supply and demand for manpower in the industry can be found via observing senior high school and university students who engage in volunteering or an internship.
The findings are as follows: Long-term investment in cooperation with large NPOs by the industry, or a two-in-one food bank (a food bank that will cultivate potential students who receive financial aid for a long time) affiliated to a large enterprise can help to build a strong relationship between charitable companies and outstanding senior high school and university students (especially those who have participated in a two-in-one food bank program since studying in an elementary or junior high school); it can also help to increase competitiveness in human resources among charitable companies and enterprises’ images.
Innovative applications discussed here can be developed into a new social assistance model with innovation values. It is hoped that this model of innovative applications of a food bank can help to encourage those who receive social assistance to grow personally and break out of the cycle of poverty.
