[摘要] :
本文之目的在於檢視日本近年來的藍領外籍移工政策，特別是針對既有「技能實
習制度的改革」，「留學生打工與其管理問題」以及2019年新設的「特定技能」移工
政策的介紹，同時進一步討論日本對於單純勞力的藍領外籍移工的政策思維，以及日
本外勞政策中所蘊藏的相關問題，藉此解析日本藍領外勞政策在理想與目前實務上的
現實之間所產生的差距與爭議。
[英文摘要] :
The aim of this article is to review the foreign blue-collar labor policy in Japan for the
past few years, especially on the “Technical Intern Training”, “part-time labor of foreign
students” and the newly-established “Specified Skilled Worker” in 2019. Based on the
review, the author discusses further some important issues and problems on Japan
government’s policy and concept on its foreign blue-collar labor. The article concludes with
the dilemma of the fact that the technical intern training program, foreign student labor and
the so-called “Specified Skilled Worker” might be taken as another forms of exploitation of
labor in Japanese society although it is an unquestionable fact that these foreign labor does
provide Japanese society with abundant labor.
