[摘要] :
英語為國際語言，是國際各項活動舉凡政治、社會、經濟、文化活動的主要溝通工具。雖然國家發展委員會訂定「雙語國家政策發展藍圖」，期能在2030年打造臺灣成為雙語國家，可惜雙語國家政策仍有諸多問題待釐清，其中尤以「雙語教育」為甚。諸多迷思包含，雙語教育現場應如何執行雙語教育?雙語教育與傳統單一英語教學有何不同?學習者的母語背景在雙語教育過程中的角色是如何?雙語教育可行的「跨語言」(translanguaging)教學策略為何?本文根據Vygotsky啟示的語言學習理論探究雙語教育迷思，並從歷史、社會與文化的視角，探究台灣社會多語現實環境中，可行的跨語言教學策略暨可能面臨的挑戰。本文提出的跨語言教學策略，能提供現場教師以及教育當局推動雙語教育之參考。

English as an international language for communication has played a pivotal role in social, cultural, economic and political activities internationally. Though Taiwan plans to become a bilingual country by 2030, many policies and related bilingual practice are still in dispute, including bilingual education. Several myths including how to implement? Is it different from traditional English teaching? What’s the role of learners’ mother tongues in the process of bilingual education? What are the translanguaging teaching strategies in bilingual education? Following Vygotsky-inspired language learning theory, this paper aims to explore and clarify the above myths through historical and socio-cultural perspectives. It also seeks to explore, within Taiwan’s multilingual context, some workable translanguaging strategies and associated challenges teachers may face. The theory and translanguaging strategies proposed may shed light on the promotion of bilingual policy and practice for teachers as well as local educational bureaus in Taiwan.
