[摘要] :
自1948年作為世界衛生組織 (WHO) 創始成員參加第一次全球衛生治理經驗以來,儘管台灣的國際地位發生了變化,台灣在參與改善世界衛生的工作中仍佔有一席之地。迄今,在這一類型的衛生國際參與中已至少朝著三個主要方面前進。

第一個方向涵蓋了始於1962年的雙邊衛生援助。從那時起,台灣已經發展了更為全面性的衛生援助,使其外交盟友與不承認台灣外交正當性的發展中國家受益。第二個方面涉及到其在衛生研究中國際上的合作參與。一般來說,台灣與國際學者在國際關係和公共衛生領域這兩個面向上都有被記載。

該衛生外交的第三個方面則涉及台灣在國際組織 (IO)內衛生多邊主義中的參與度。在這樣的層面上,學者們一般主要關注台灣-世界衛生組織(WHO)的關係,以及台灣參與世界衛生組織及其世界衛生大會(WHA)的活動與台灣自2009年開始,作為觀察員而參加的世界衛生大會和國際衛生條例 (IHR)。

有趣的是,與其在世界衛生大會的觀察員地位及納入國際衛生條例(IHR),台灣在全球、區域和地方衛生治理的國際組織中,如亞太經濟合作組織(APEC)、亞洲開發銀行(ADB)和世界動物衛生組織(OIE)發揮著越來越大的作用。但矛盾的是,迄今為止關於台灣參與這些國際機構與人體健康有關的工作和活動的文章非常有限。然而台灣在這些國際組織中,衛生領域的參與並沒有處於被動狀態。

基於這樣的觀察,本研究項目旨在透過評估台灣於世界衛生組織(WHA/IHR)、亞太經濟合作組織(APEC)、亞洲開發銀行(ADB)以及世界動物衛生組織(OIE)在衛生領域的具體參與來填補這項鴻溝。除了探討關於台灣獲得這些國際組織的活動的共同研究外,本研究將重點關注這種參與的性質、模式和結果以及其影響、目標與主要挑戰,藉此向學術文獻提供台灣的衛生多邊主義切實參與證據並由此延伸到台灣參與全球事務一個更好的解釋。

[英文摘要] :
Since its first experience in global health governance in 1948 as a founding member of the World Health Organization (WHO) and despite the evolution of its international status, Taiwan has participated, within its means, to the improvement of health worldwide. Such international involvement in health progress has so far taken at least three main dimensions.

The first dimension covers bilateral health assistance which started in 1962. Since then, Taiwan has developed more comprehensive health assistance that benefits to its diplomatic allies as well as developing countries which do not recognized Taiwan diplomatically. The second dimension relates to its involvement in health research cooperation internationally. In general, both dimensions have been well documented by Taiwanese and foreign scholars in International relations and Public health.

A third dimension of this health diplomacy concerns Taiwan’s participation to health multilateralism within International Organizations (IO). On such dimension, scholars have in general mainly focused on Taiwan-World Health Organization (WHO) relationship and on Taiwan’s campaign to access to WHO and its World Health Assembly (WHA), even since 2009 and Taiwan’s participation to WHA and International Health Regulations (IHR) as an observer.
Interestingly, simultaneously to its observer status in WHA and its inclusion into the implementation of IHR, Taiwan possesses a full member status in several IO that are playing a growing role in global, regional and local health governance, namely Asia Pacific Economic Cooperation (APEC), Asian Development Bank (ADB) and World Organization for Animal Health (OIE). But, paradoxically, a very limited number of articles have so far focused on Taiwan’s participation to the human health-related work and activities of these international institutions, while Taiwan’s involvement in these IO has been far from passive in the domain of health.

Based on such observation, this research project aims to fill this gap by assessing the concrete participation of Taiwan in WHO (WHA and IHR), APEC, ADB and OIE in the domain of health. Going beyond common studies focusing on Taiwan’s campaign to gain access to these IO, this research will focus on the nature, the modalities and the results of such participation as well as on its implications, objectives and main challenges in order to provide to the academic literature a better understanding of Taiwan’s tangible involvement in health multilateralism and, by extension, of Taiwan’s participation to global affairs.
