[摘要] :
自從1980年代末期在非洲、加勒比海以及太平洋等國家實施以對抗愛滋病的第⼀次介入計畫 後,歐盟就逐漸的成為全球衛生治理的其中⼀個主要角色。歐盟對於全球衛生議題在許多不 同的層級(地方性、國家性、區域性以及多邊性)上均有參與,到目前為止已經有許多衛生 議題例如傳染病、貧困相關與被忽視的疾病、婦女衛生保健、煙草管制、藥物獲得媒介、健 保系統的強化以及生殖健康等等。這樣多層次與多樣性的參與使得歐盟在全球衛生議題中受 到國際關係與公共衛生學者的關注,而從那時候起他們對於歐盟在全球衛生的角色中逐漸提 供更好的見解。

有趣的是,在大多數的學術文章當中,認為歐盟與其會員國是⼀個整體或是認為它就是歐盟 委員會。的確,迄今為止沒有任何全球衛生議題的學術研究著重在其它歐盟機構上,除了歐 盟委員會之外。這研究計畫會著重在提出歐洲議會在全球衛生議題當中的角色以及對於歐盟 制定相關政策的影響力與其對外政策的學術研究差距。

根據現今歐洲議會在國際關係以及全球政治當中「行為能力」(actorness)的爭論所制定的研究框架下, 此研究包含四個主要的部分。ㄧ、著重在歐盟的架構之下,歐洲議會在全球衛生議題中的權 限演變。二、透過歐洲議會在此領域的利害關係人分析,以揭開議會在全球衛生議題的治理方式。三、此研究將利用許多案例分析,以瞭解歐洲議會在全球衛生中的具體角色,其包含 在歐盟下的全球衛生政策制定過程以及在特定議題上的作為與立場。最後,此研究將會指出 當議會在處理全球衛生時所需面對的主要挑戰以及至今所嘗試解決的阻礙。
此研究最終會對歐洲議會在全球衛生議題的角色、影響以及主要限制做出結論。

[英文摘要] :
Since its first intervention program to combat HIV/AIDS in African, Caribbean and Pacific (ACP) countries in the late 1980’s, the European Union (EU) progressively became one of the main actors of the global health governance. EU’s involvement in global health takes place at different levels (local, national, (inter-)regional, multilateral) and has so far covered numerous health issues including communicable diseases, poverty-related and neglected diseases, maternal health, tobacco control, access to medicines, healthcare systems strengthening and reproductive health. Such multi-levels and diverse involvement of the EU in global health has drawn the attention of scholars in International Relations and Public Health who have since then progressively provided a better understanding of EU’s role in global health.

Interestingly, the majority of these academic works has considered the EU as a whole (EU and its member states) or as the European Commission (EC). Indeed, no academic studies dealing with EU and global health has focused so far on EU institutions others than the European Commission. This research project proposes to address this academic gap by focusing on the role of the European Parliament (EP) in global health and on its influence towards EU’s global health policy and external action.

Guided by a research framework designed in the light of the current debate on EP’s international relations as well as on “actorness” in global politics, this study consists of four main parts. First, it focuses on the evolution of the EP’s competences in global health within the framework of the European construction. Then, it sheds light on EP’s governance in the domain of global health through the analysis of EP’s main stakeholders in this domain. In a third part, this research project proposes to study several case studies that will inform us about the concrete role of the EP in global health, including its role within the EU’s global health policy-making process as well as its position and actions on specific global health issues. Finally, this work will identify the main challenges that EP has to face when it deals with global health issues and how it has so far tried to bring an answer to such obstacles.
The research will conclude on the EP’s role and influence in global health as well as its main limits.
