Drawing lessons from the Covid-19 pandemic, the EU has recently taken several initiatives that all reveal its intention to move forward with a 'European Health Union' which, in the words of the European Commission, would "reinforce EU's resilience for cross-border health threats" (COM/2020/724). These measures include the establishment of the EU4Health programme (2021-2027) with a budget of €5.1 billion, the creation of a European Health Emergency Response and Preparedness Authority (HERA), and the strengthening of the European Center for Disease Control (ECDC) and the European Medicines Agency (EMA).
While this move was welcomed by Europeans, 74% of whom want the EU's powers to be extended to deal with future health crises and pandemics, a debate is underway in Europe in which many voices are calling for the EU to go further in creating this health Union so that it is truly resilient to the health problems facing Europe today. This debate and the potential influence of these calls are of crucial importance since public health is likely to be a field in which the EU will continue to legislate. It also allows us to appreciate the expectations of Europeans in the field of health and the next steps to be taken.
In this context, after summarizing the origins of this European Health Union and the major measures taken so far by the EU to build it, this presentation examines the major proposals regarding that Union which have been advanced by different European actors, and proposes to understand their arguments as well as to underline their implications for regional health governance in Europe.
