[摘要] :
21世紀初，英國學者Thanh Duong提出「霸權全球化」的論點，內容強調美國意圖打破強權國家興盛與衰敗的理論，盡其所能改變世界的規範與準則，以永續維持美國在國際事務的中心地位。觀察北約角色的發展包括冷戰期間的對峙、後冷戰期間的擴張與反恐作戰三個階段，研究發現美國在遂行霸權全球化的過程中，北約的角色不僅具有類似「盾」的守勢部署，又可發揮類似「矛」的作戰攻勢。現今，北約已完成反恐作戰階段性的任務，對於中國的崛起，是否會影響北約戰略部署的重心？
[英文摘要] :
At the beginning of the 21st century, British scholar Thanh Duong put forward the argument of “hegemonic globalization”, emphasizing that “the United States intends to break the theories of the rise and fall of great powers, and by using its massive power base to change ‘norms’ and ‘standers’ in order to sustain its central position in world affairs.” Observing the development of NATO's role, from 1949 to the present, includes three stages of confrontation, expansion, and counter-terrorism operations. The study found that in the process of the hegemonic globalization of the United States, NATO's role has not only a defensive deployment similar to "shield", but also play offensive operation like "spear". Today, NATO has completed the phased tasks of anti-terrorism operations. Regarding China's rise, will it shift the focus of NATO's strategic deployment?
